Returns TRUE on successful use of such a talent, FALSE otherwise.

Description
Calls GetCreatureTalentBest to determine a talent to use, then returns the value returned by TryTalent.
Remarks
Part of Bioware's AI, this function is in nw_i0_generic in non-SoU and x0_i0_talent in SoU. Including nw_i0_generic will suffice in SoU, though.
